ICES - operates within the context of the six year strategic action plan of the Dublin Inner City Partnership. The DICP has the role of tackling poverty and promoting social inclusion among the residents of the inner city. The underlying value of the partnership approach is to achieve the rights of equality of treatment, access and opportunity for inner city residents who have experienced exclusion from social and economic local development. The Inner City Employment Service (ICES) is a key means to achieve this DICP objective.
ICES is a network of autonomous community-owned organisations. It was established in 1996. The inner city-wide network of services emerged from the community-based employment centres operating in the four inner city quadrants at that time. These community-owned services have over the past 10 years proved to be highly successful and have made a significant contribution to the reduction of long term unemployment in the inner city area.
ICES is currently refocusing its services in order to meet the emerging needs of disadvantaged unemployed residents of the inner city who remain significantly further from the current mainstream labour market due to a range of social, educational, health and/or personal difficulties. Without the active intervention of ICES many of the local residents will remain excluded from work. Meeting the individual needs of clients requires imagination by the ICES staff leading to tailor-made, innovative and dedicated services delivered by small locally-based effective and professional teams who are expected to respond at all times in a flexible and client friendly manner.
